Change Log:
1. Improvement of SCOM communication.
2. Support UDP Broadcast for IP inquiry.
3. Support Sub mask in config file.
4. Add MCC 0xBD Sub mask commands.
5. Add SCOM EBR command for enable UDP broadcast.
